In 2013, the National Oceanic Atmospheric Administration recognized Chunzai Wang, a Miami-based oceanographer, as the agency’s Scientific Employee of the Year for “professional excellence and exceptional productivity.” Four years later, Wang, one of the world’s top experts on climate change and hurricanes, was arrested and charged with making fraudulent claims and “illegal supplementation” of his government salary related to his involvement in several Chinese talent programs.
